It was a late night Tuesday for Provo mayor Lewis Billings and his campaign staff. Billings took 60 percent of the vote in the municipal election and returns for his third term as mayor.
"We'd been watching since the results came up and right about midnight we decided the contest was over," said Linda P. Walton, spokesman for Billings' campaign.
Billings gave a speech just after midnight to about 50 volunteers and workers at his campaign headquarters. He told them he will now focus on finishing projects like iProvo, and plans to implement a more complete communication plan.
Billings' opponent, Dave Bailey, said he will not be running again. This was Billings' second defeat of Bailey.
"I thought there was some literature that came out from his camp at the very end that was very damaging, that was very unfair and very unfruitful," Bailey said.
Bailey said his team thought they would win right up until the election.
"I thought we did a real good job. I thought the people would see through [Billings], but they didn't," Bailey said. "He told some very untrue things and he won."
Bailey said he will continue to be involved with the city through charity work and will now spend more time focusing on his family.
Cindy Richards is also remaining on the council in the District 5 position. In a close race, the two newcomers to the council each slid in by only a few votes. Cindy Clark will begin her first term in city government, beating incumbent Paul Warner by less than 1 percent of the vote. George O. Stewart, a former mayor of Provo, is the new City-Wide District 1 representative.
City recorder LaNice Groesebeck said the counting is not completely final and it could affect the close races.
"There's still provisional ballots and absentee ballots to be counted, and it could make a difference one way or the other," Groesbeck said.
Provisional ballots are used when a voter goes to a different precinct than where they're registered and absentee ballots are used when a voter does not live in Provo but is registered here. Final results will be officially presented at next Tuesday's city council meeting.
